US to delay further tariffs on Chinese goods

On Sunday, February 24th, Trump said via Twitter, "I am pleased to report that the USA has made substantial progress in our trade talks with China on important structural issues including intellectual property protection, technology transfer, agriculture, services, currency, and many other issues".

In a tweet, he said progress had been made in divisive areas including intellectual property protection, technology transfers, agriculture, services and currency.

Trump tweeted that there had been "productive talks" on some of the hard issues dividing the US and China, adding that "I will be delaying the USA increase in tariffs now scheduled for March 1".

Trump hinted that if additional progress is made, he and Chinese President Xi Jinping would seal a deal, adding that a meeting could take place at his Mar-A-Lago resort in Florida.

Tuesday's declines reflected waning confidence in negotiations between the USA and China over Washington's complaints that Beijing steals technology or pressures companies to hand it over.

Import duties on United States dollars 200 billion of Chinese goods were due to rise from 10 to 25 percent starting on March 1.

The world's two biggest economies have raised tariffs on billions of dollars of each other's goods.

After exchanging tit-for-tat tariffs on more than $300 billion in total two-way trade, Trump and Xi declared a truce in December and agreed to hold off on further tariffs or retaliation for 90 days. But U.S. exports to China have suffered as well, and the U.S. Federal Reserve said Friday that net exports would detract from last year's economic expansion.

China's negotiators stayed for the weekend and the two sides discussed the thorny issue of how to enforce a potential trade deal on Sunday, according to a person familiar with the talks.

The United States also wants to curb Beijing's industrial subsidies, which Washington says fuels excess production.

The two sides have been negotiating an enforcement mechanism. That sparked a back-and-forth with Lighthizer, who argued that MoUs were binding contracts, before saying they would abandon the term altogether going forward. There was no daylight between the two men, the source said.

Calling the just-concluded trade talks "very encouraging", Sourabh Gupta, a senior fellow at the Washington-based Institute for China-America Studies, said the talks have "irreversibly left the point of failure in the rear view mirror", though "the extent of the success remains to be seen".
