Vladimir Putin Threatens Retaliation if the U.S. Deploys Missiles in Europe

Putin rejected USA assertions that Washington's decision to withdraw from the landmark arms control pact was triggered by Russian violations of the agreement.

Abandoning the treaty has paved the way for a new arms race.

"I think we're a lot safer than the people in Washington and the people who build our weapons claim we are, because even if it's not for the fact of aggression and starting a war, I think people, when they make profits building weapons, they're likely to promote problems", he said.

But Mr Putin tried to walk a fine line between boasting of new weapons development and promising to solve economic problems faced by the population, which took up most of the speech.

When the United States announced their decision, the Russian side understood the consequences of that decision, Putin noted.

Russian President Vladimir Putin has said that if the United States deploys intermediate-range missiles in Europe, Russia will target not only the countries where the weapons are deployed but the United States as well. Let them count the speed and the range of the weapons systems we are developing.

He was expected to touch on the withdrawal of Russian Federation and the United States from the 1987 Intermediate-Range Nuclear Forces (INF) treaty, which has raised concerns of a new arms race.

Putin first mentioned the new weapon a year ago, saying it's immune to interception and can carry a heavy nuclear weapon to target aircraft carrier groups or coastal areas.

According to terms of the original INF agreement, Moscow and Washington are obligated to six months of negotiations over differences, which, if unresolved, constitute full withdrawal from the treaty.

He said any U.S. move to place new missiles in Europe would leave Moscow with no choice but to respond because it would drastically cut the time it took United States missiles to reach Russian Federation, something that would pose a direct threat.

Such a scenario, if left unmatched, would open up the possibility of Russian Federation being hit by a nuclear strike before its own missiles fired in response could reach USA territory.

Putin urged USA officials to take into account the "range and speed of our prospective weapons" before making decisions that will threaten Russian Federation.

Putin said a new submarine created to carry an underwater drone with nuclear strike capability - called Poseidon - would be launched this spring.

Putin also mentioned that, "Russia will deploy a new hypersonic missile for its navy as part of an ongoing plan to modernize its military capabilities and efforts".

The INF treaty banned production, testing and deployment of land-based cruise and ballistic missiles with a range of 500 to 5,500 kilometers (310 to 3,410 miles).

The new hypersonic glider, called the Avangard, which can travel faster than the speed of sound, is the type of weapon that the Pentagon has also been working on.

He did not announce new missile deployments, said money for new systems must come from existing budget funds and declared that Moscow would not deploy new land-based missiles in Europe or elsewhere unless Washington did so first.
