Most US cell phones to receive 'Presidential Alert' text on Wednesday

Wednesday afternoon's message is the first nationwide test of the system built by the government and cell phone carriers to push an emergency message to almost all cell phones in the United States, a senior FEMA official told reporters on a Tuesday conference call.

A Presidential Alert will be received on every cell phone across the nation on Wednesday, Oct. 3 at 2:18 p.m. ET.

If it's not from President Trump, who is sending it?

The EAS and WEA test messages will be sent using FEMA's Integrated Public Alert and Warning System (IPAWS), a centralized Internet-based system administered by FEMA that enables authorities to send authenticated emergency messages to the public through multiple communications networks.

FEMA is also tasked with ensuring that the President can alert the public under all conditions in cases of national emergencies, including natural disasters and terrorist threats. Pacific, is the first test of a national presidential alert system that will let any president issue a warning about a crisis. The TV and radio alert has been tested for several years.

It's the first nationwide test for a Wireless Emergency Alert (WEA).

You can expect it to sound like an Amber Alert or flood warning, according to the Federal Emergency Management Agency (FEMA). Of course, you're cutting off all communication for your phone so you won't get any calls or other messages.

The cell phone test message will use the same special tone as all wireless alert messages, such as those for Amber alerts. They said a person on a call lasting 30 minutes may not get the alert as with phones with an active data connection.

The test is for a Presidential Alert, a type of Wireless Emergency Alert only used for major emergencies that affect the entire country.

A test of the new alert system is scheduled for this Wednesday after being postponed due to Hurricane Florence. This system is used to notify the public about "dangerous weather, missing children, and other regionally critical situations through alerts on cellular phones", the release said. It is similar to monthly tests of the system the public is accustomed to hearing. Instead, they're from the US government, and both are test messages.
