Putin sees chance circumstances behind downing of Russian plane in Syria

Syria inadvertently shot down a Russian military plane after an Israeli attack on Syrian positions killing 15 people on board Moscow said

Missiles were fired from the sea at several locations in the Syrian coastal city of Latakia on Monday but were intercepted by air defences, Syrian state media said.

The Russian Ministry of Defense has blamed Israel for the downing of an Il-20 spy plane in the Mediterranean after its own ally, Syria, shot down the plane with anti-aircraft artillery.

"Overnight, IDF fighter jets targeted a facility of the Syrian Armed Forces from which systems to manufacture accurate and lethal weapons were about to be transferred on behalf of Iran to Hezbollah in Lebanon", the Israeli Defense Forces said in a statement, according to TASS.

Russian Federation has stated that its radar detected missile launches coming from the French frigate Auvergne at the same time four Israeli F-16s attacked Syrian targets.

After more than four hours of talks with Russian President Vladimir Putin at his residence in the Black Sea resort of Sochi, Turkish leader Recep Tayyip Erdogan said their two countries would 'prevent a humanitarian tragedy'.

Russian Federation said it would make an "appropriate response".

Last week, United Nations officials said that more than 30,000 people fled the province in anticipation of the government offensive.

Russian Federation has been a key backer of Syrian president Bashar Assad and it has two military bases in the country, including the one close to the Mediterranean coast.

Israel's ambassador in Moscow was summoned to the Russian Foreign Ministry over the incident, ministry spokeswoman Maria Zakharova said.

The Israeli foreign ministry has "nothing to say on the issue", a spokesman said.

Syria and Russian Federation now blame the strikes on Monday on Israel, which rarely takes responsibility for airstrikes in the country.

It expressed "sorrow" for the Russian deaths, but insisted the Russian plane had been felled by "extensive and inaccurate Syrian anti-aircraft (surface-to-air missile) fire".

However, it blamed Israel for "irresponsible actions", claiming it had launched air strikes by F-16 jets with only one minute's warning, which led the Syrian troops to fire and hit the Russian plane. Gen. Igor Konashenkov said in a statement.

"This is absolutely not in keeping with the spirit of the Russian-Israeli partnership".

The statement also laid blame on Iran and Hezbollah.

The Israeli military said it had coordinated with Russian Federation ahead of the attack, though it did not address Moscow's specific claims about the amount of time between the notification and the airstrike itself.

Russian Defense Ministry later announced that it was downed accidentally by Syrian S-200 air defense system, which is made by Russia.

Russian Federation has frequently boasted about its air defenses in Syria and their ability to repel attacks from even top-of-the-line USA stealth jets.

Israel, which did not comment on Monday evening's strikes, has conducted frequent raids in recent months against Syria's military infrastructure, including against bases it believes host Iranian combatants. In some cases, those countries are backing opposing sides in the Syrian conflict.
